Santa Rosa City Council will consider approving a co-application with Catholic Charities of the Diocese of Santa Rosa to the State’s Homekey program for up to $11.36 million to support the Caritas Center project. The City would act as a co-applicant for the state grant financing but would not directly issue debt.
