In April 2020, World International used an Assignment, Assumption & Release Agreement to transfer 2,700 acres of Phase One Diablo Grande land to Angel’s Crossing for $100,000. The shell entity assumed the property but never built homes or paid required subsidies and taxes, exacerbating Western Hills Water District’s fiscal crisis.
