WTA staff recommend approval of a one-year interlocal agreement with Western Washington University to provide universal student and employee bus passes for a flat fee of $700,000 from September 16, 2026 through September 15, 2027. The program will give WWU affiliates access to all WTA fixed-route and paratransit services under a network-wide pass system.
