The City of Gaithersburg contracted with local non-profit Housing Initiative Partnership (HIP) beginning in spring 2022 to operate the Financial Empowerment Center’s professional financial counseling services during a three-year start-up phase. HIP provided free one-on-one counseling to City and non-City residents using non-City funds, positioning the Center for a subsequent focus on City residents and employees.
