Tualatin Valley Water District and the City of Portland have drafted a new intergovernmental agreement under which TVWD will continue providing domestic water to Portland retail customers along the shared boundary starting July 1, 2026. Portland will reimburse TVWD at a defined Water Supplied Service Rate for the 30‑year term, with provisions for master metering, billing credits, and automatic 30‑year renewals.
