Sutter Creek’s Planning Commission recommends that the City Council approve a Development Agreement with Sutter Creek Responsible and Compliant Retail LLC DBA Embarc to operate a single cannabis dispensary at 11 Ridge Road. Under the agreement, Embarc would pay an 8% fee on gross receipts plus a 1% community fund contribution and fund security, youth education, and local hiring initiatives over an initial five-year term with a one-year pilot. The applicant also pays all processing costs for the entitlement package.
