Westlake’s council authorized participation in Black Belt Energy Gas District’s prepaid natural gas bond program by consenting to assignment of gas contract rights as bond security. The City will cooperate on disclosures while incurring no direct financial liability for the bonds, which fund long-term gas supplies for Phillips 66.
