Hillsboro plans to enter a five-year Cooperative Operating Agreement with WCCLS that will govern funding, service boundaries, and base service requirements for Hillsboro Public Library from July 1, 2026 through June 30, 2031. The new model resets Hillsboro’s service population to about 120,000 and delivers an estimated 12% funding increase for FY2026-27.
