HACR is seeking qualified bids for parking lot recoating & expansion project. The Housing Authority of the County of Riverside is seeking bids for asphalt recoating, curb painting, striping services, and adding 20-25 parking spaces, with the scope of work attached as Exhibit A. Construction planning must consider county/leased vehicles on the property, requiring a complete construction plan schedule approved five days prior to the start date. The project is subject to federal funding and Davis-Bacon wage requirements. Most significantly, the IFB outlines a two-step bid submittal process, requiring initial documentation from all bidders, followed by a second, more detailed submission from those deemed the apparent low bidders. A mandatory pre-bid conference (job walk) is scheduled for January 5th, 2026, at 10:00 AM; prospective bidders are responsible for their own measurements, as plans will not be provided. This initiative aims to enhance infrastructure and accessibility at the HACR administrative office, supporting local businesses through contract opportunities and fostering economic development by improving county facilities. The IFB specifies that bids in excess of $25,000 must include a bid guarantee of at least 10% of the bid amount, which may be a bid bond, money order, certified check, bank draft, or U.S. Government Bonds; the Form of Bid Bond (Attachment C) must be fully completed, executed, and notarized. The successful bidder must comply with Davis-Bacon Act wage determination CA20250025 10/03/25 MOD 15 for all construction contracts exceeding $2,000, with general wage decisions locked in on the bid opening date, if the contract is awarded within 90 days. Contractors are required to register before bidding and entering into public works contracts; the DIR has established an online registration system. The bid submittal deadline is January 19th, 2026, at 2:00 PM at the HACR Administrative Building, 5555 Arlington Avenue, Riverside, CA 92504. The project includes two parts: resurfacing the existing parking lot (approximately 52,839 sq. ft.) with slurry, painting curbs in red with white lettering (FIRE LANE CVC 22500.1, approximately 480 linear ft.), striping the parking lot with white paint and at least six ADA parking spaces in blue (approximately 1475 LF), and replacing approximately 30 broken parking curb stops; and adding an additional parking lot (approximately 14,505 SF) with 20-25 parking spaces, including curb stoppers and stripping/painting of parking stalls (approximately 1100 LF). Prospective bidders are cautioned to examine all portions of the IFB and contract documents carefully, as requirements are imposed throughout. Furthermore, all work must comply with applicable local, state, and federal codes, statutes, laws, and regulations. The successful bidder must maintain specific insurance coverages, including Workers' Compensation with Employers' Liability (Coverage B) including Occupational Disease with limits not less than $1,000,000 per person per accident. The Contractor's license should be a
